—On the Possibility of Replacing GDP with "National Happiness Index"

Abstract: Facing the rapid economic development and people's low degree of satisfaction, a problem arises as to what kind of development orientation China should stick to. The author proposed to establish a "National Happiness Index" which is in favor of environmental protection and make it the key success indicator for the country (and for all provinces and counties). This paper also discussed some terms related to this index, including happiness and well-being. Is there any difference between them? Why do people prefer "happiness"? What kind of implications do the results of happiness research have on policies? How can "mild paternalism" be used to increase people's happiness and avoid bringing about bad results with good intentions?
